That could only be Lincoln or Kennedy. And no state boundaries have changed since Kennedy died.

So it had to be a president born before Lincoln Died. And Virginia is the only state that had a boundary change after Lincoln's death.

So it had to be John Tyler. Who was born in Virginia, and died in Virginia. But at the time of his death Virginia was part of the Confederacy.

The only part of this that doesn't fit is that he was not a "child" when Lincoln was assasinated.

I didn't ask who the man was. It could be anyone that was born in Virginia and that died in West Virginia without ever moving. Lincoln would be the president.
