Well, it is certainly more than the minimum wage. And it rewards people that have more skilled positions with higher wages. All Federal jobs use those wages and most all state jobs use those wages. Most large cities use those wages. And now, nearly all cities use those wages. So, most all contractors just pay those wages regardless, because otherwise it gets too confusing on when you are using them and when you are not.

That's why I am always saying that I pay my mexicans very well. Well over the minimum wage. And certainly none below the minimum wage.
