The Revenue Picture, State by State

State revenues rose in the first quarter of this year, largely because two states raised a lot of money through tax hikes, according to the Rockefeller Institute of Government.

State tax revenue increased nominally by 2.4 percent in the first quarter of this year, compared with the same period last year. The overall number was skewed, though, by legislated tax increases in New York and California. New Yorkâs revenues rose by 15.8 percent, and Californiaâs 19.1 percent, year over year.
Things look quite different when you exclude New York and California. Tax revenues declined in 34 of the 49 states for which data are available, the institute said.
The largest revenue declines were in Louisiana, whose revenue fell 32.8 percent year over year, and Montana, with a drop of 25 percent.
The first quarter of 2010 represented the first time since the third quarter of 2008 that states reported overall growth in tax revenues. Still, revenues remain significantly below prerecession levels.
