Around here the redistribution is fixed by the law (don't have the exact figures though) it means that if a contractor finds some gold meanwhile he works on your propriety there's a fixed sum that goes for him and another for the owner (more for him although).
All that considering that if you discover some archaeological treasure (by treasure it's everything not only gold/silver...) the state is going to take your treasure (for preservation) although giving you money (they don't cheat as you on these cases as they all the interest as having those rare things reported for him...you know taxes beyond that...)
